Thomas August Salm died May 18, 2014.
Tom was born Oct. 4, 1952, in Sigourney, the son of August and Phyllis (Peiffer) Salm. He graduated from West High School. Tom married Janice Swanson April 28, 1973, at St. Thomas More Catholic Church in Iowa City.
He was employed with Terracon since 1970, most recently serving as a senior projects manager. Tom was known to manage difficult and unusual projects in geotechnical and environmental fields. He was chairman of the Terracon Drilling Committee and was a certified welding inspector for 30 years. He had just completed rewriting the safety manual for the Iowa Department of Transportation.
In his earlier years, Tom was an active runner, involved in many runs around the U.S. He was also involved in CVTR, serving as a member for over 10 years. He was an avid participant in motocross, supporting his son in what came to be a family affair.
Tom served on the North Liberty Planning and Zoning Commission from August 1999 until December 2003 when he was elected to the North Liberty City Council. He served as a councilor until his appointment as mayor in April, 2007. He was re-elected mayor that fall and was re-elected in 2009 and 2013.
Tom served on the Johnson County Emergency Management Agency Commission since its inception in 2008, including terms as its chair in 2009 and 2013. He also served on the Highway 965 Task Force and, from 2008 until 2011, the Rural Policy Board of the Metropolitan Planning Organization of Johnson County, then the Johnson County Council of Governments.
Tom annually traveled to Washington, D.C. to meet with the city’s Congressional delegation and was a regular attendee of regional mayors’ meetings. He created a program to recognize new local businesses and helped raise funding for the North Liberty Community Library expansion.
Tom proudly served in the Iowa Army National Guard #294 from 1971-1989.
Tom’s tradition was to have coffee on the weekends with North Liberty locals at Liberty Doors. He loved and took honor in his community role in North Liberty and loved its people.
Tom enjoyed his family; his five grandchildren were his greatest joys. He spent the majority of his free time with his two children and their families. He never missed any events, attending practices, games and music concerts. Weekends were spent doing family projects, family barbeques, fixing motocross bikes and attending his grandchildren’s events. Tom was the rock of the family.
